On September 23rd the President signed a Continuing Resolution (P.L. 113-164) that will continue to fund government agencies like the U.S. Army Corps of Engineers (Corps), EPA, and FEMA at fiscal year 2014 levels through December 11, 2014. Congress passed the legislation in mid-September before adjourning so Members of Congress could return to their districts for the upcoming midterm elections.
The Continuing Resolution makes few changes to existing appropriations laws and keeps in place all existing policy riders that block implementation of specific programs. Among those riders, is a provision prohibiting the Corps from developing guidance for and implementing the Principles and Guidelines proposed by the Council on Environmental Quality.
